Jacky Rosen

D · U.S. Senate, Nevada (not up in 2026) · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Reference only — reelected 2024, not up in 2026. A signature pro-Israel champion: Senate co-author of the Antisemitism Awareness Act (codifying the IHRA definition), co-founder and co-chair of both the Bipartisan Task Force for Combating Antisemitism and the Abraham Accords Caucus, and a former synagogue president. She voted against every arms-block resolution (the 2025 rifle and bomb sales and the 2026 bulldozer and bomb sales), one of just seven Democrats to oppose the bulldozer block, and called the ICC prosecutor's arrest-warrant bid against Israeli leaders outrageous. ~$1,980,615 in AIPAC-aligned career money. In September 2026 Rosen voted to discharge S.Res.852, Van Hollen’s request for a State Department report on Israel’s human-rights practices under section 502B(c) (the motion failed 47–51); in January 2024 she had voted to table Sanders’s similar request, S.Res.504. She cosponsored the May 2025 Senate resolution calling for urgent humanitarian aid to civilians in Gaza (S.Res.224) and, in December 2025, the West Bank Violence Prevention Act (S.2667), which authorizes sanctions on anyone committing illegal violent acts in the West Bank. On Sep 30, 2026 the Senate adopted S.Res.938, the resolution she co-led with Rick Scott honoring the Americans killed by Hamas on and after October 7, 2023.

Why this tier

A 1/2, not a clean 1. Her pro-Israel record is a champion’s: she co-authored the Senate’s Antisemitism Awareness Act, co-chairs the antisemitism task force and the Abraham Accords Caucus, co-led with Rick Scott the September 2026 resolution honoring Americans killed by Hamas, condemned the ICC warrant bid, and voted Nay on nine resolutions to block arms sales to Israel from November 2024 to April 2026, one of seven Democrats against blocking the bulldozer sale. About $1.82 million came to her through AIPAC’s PAC in 2024. Beside it stand three acts of daylight. She cosponsored the May 2025 Senate resolution calling for urgent humanitarian aid to civilians in Gaza (S.Res.224) and, in December 2025, the West Bank Violence Prevention Act (S.2667), which authorizes sanctions for illegal violence there; and in September 2026 she voted to discharge S.Res.852, Van Hollen’s request for a State Department report on Israel’s human-rights practices, after voting in January 2024 to table Sanders’s similar request. Counter-case: a clean 1, since she leads on Israel, the humanitarian resolution is standard even among hawks, and settler sanctions don’t touch arms.
