Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Former Navy fighter pilot on the Appropriations defense subcommittee who said on October 7, 2023 that Israel should “take whatever actions are necessary to eliminate Hamas' ability to terrorize and slaughter innocent civilians”, and in November 2023 joined four other members of the MACH 1 pilots’ caucus in a letter urging the Pentagon “to expedite the delivery of the KC-46A Pegasus aerial refueling tankers to Israel.” His campaign site carries a “Stand With Israel” plank: “We can't turn our back on them now, especially after the horrific attack on their people on October 7th.” He voted for every tracked Israel measure — the 2023–24 supplementals (as an original cosponsor of the November 2023 Israel-only bill), censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of paused weapons (as an original cosponsor), both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts.

Why this tier

A 1/2, not a clean 1. The record never breaks from the pro-Israel position — every tracked vote, original cosponsorships of the November 2023 Israel-only supplemental and of the bill to force delivery of the paused weapons, and an October 2023 call for Israel to take “whatever actions are necessary” — with no word for Palestinian civilians, so a flat 2 is out. The KC-46 letter is narrow: one five-member letter to speed a weapons delivery, not authored legislation or a sustained leadership role. Counter-case: a clean 1 if co-signing a caucus letter to expedite military aircraft for Israel during the assault is read as leadership on arms delivery.
