Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”

Position

Cosponsored Casten’s Ceasefire Compliance Act on Jul 16, 2026 — the day after he voted No on the Massie amendment to strip Israel’s military financing — his only step toward conditioning weapons; his other Israel votes are mostly pro-Israel: Iron Dome replenishment (2021), H.Res.771, the Hamas-financing bill (H.R.340), H.Res.888, the “river to the sea” resolution and the April 2024 aid package (H.R.8034), No on Greene’s 2025 cut to missile-defense aid, and Nay on the first Lebanon war-powers resolution (Jun 2026). He broke from that line on the frame votes: Present on H.Res.894, Nay on the Antisemitism Awareness Act and the 2024 ICC-sanctions bill, and Nay on the 2026 anti-boycott bill; he also voted Nay, with most Democrats, on H.R.8369, the bill to force the paused bomb shipment. In July 2024 he skipped Netanyahu’s address to Congress and instead led a meeting with Israeli hostage families that closed with “a moment of silence for all the victims — Israeli and Palestinian,” saying the group had “stood together to honor the memories of the Israelis and Palestinians who have lost their lives in this tragic conflict” and that he hoped Congress would unite to free the remaining hostages and pursue “a two-state solution.”

Why this tier

A 2/3. The Ceasefire Compliance Act cosponsorship is a step toward limiting weapons, and with his Nays on the IHRA bill and H.R.8369, his Present on H.Res.894 and his boycott of Netanyahu’s 2024 address it pulls him off a flat 2. But it came late (45th of 55 cosponsors), carries no statement, and followed by one day his vote to keep Israel’s $3.3 billion in military financing, beside a Yea on the April 2024 aid package and a No on the 2025 missile-defense cut — the votes keep one foot at the pro-Israel end. Counter-case for a flat 2: his only references to Palestinian deaths in his own words are a single line at the 2024 hostage-family event and a line on “tens of thousands of deaths in the horrific Gaza war” in the September 2025 Schneider–Raskin letter against West Bank annexation, which he co-signed and which also affirms Israel’s “right and obligation” to defend its people, and no ceasefire call or Gaza-civilian statement was found on his official site.
