Janelle Bynum
D · U.S. House, OR-5 · Tier 2
Tier 2, “Mainstream pro-Israel”
A mainstream pro-Israel Democrat in a swing seat (OR-5). She was DMFI-endorsed, signed the May 2025 pro-Israel Democratic bloc letter praising the resumption of Gaza aid and calling for an end to Hamas rule, and posted 'we stand firmly with Israel and the Jewish community worldwide' on the October 7 anniversary. Her call for an immediate ceasefire is paired with recognizing Israel as a Jewish State — humanitarian framing within a pro-Israel posture, not a conditioning stance. On Sep 1, 2026 Bynum cosponsored the Jewish American Security Act (H.R.9211), an antisemitism bill whose findings say antisemitism includes attacking or demonizing Jews over their “real or perceived connection to, affiliation with, or support for, the State of Israel as a Jewish state.”
A 2. Her record points to the pro-Israel establishment: a 2024-cycle DMFI endorsement (not renewed on DMFI’s December 2025 incumbent slate), a signature on the May 2025 statement of pro-Israel Democrats praising the resumption of Gaza aid and calling for an end to Hamas rule, “we stand firmly with Israel,” and recognition of Israel as a Jewish State. In January 2025 she voted against the ICC-sanctions bill but signed the letter of 42 members urging the court to rescind its warrants for Netanyahu and Gallant. What separates her from 1/2 is concern for Gaza’s civilians in her own words, not tied to Israel’s right to defend itself: “I also believe we need to protect innocent Gazans and humanitarian workers. There must be a ceasefire immediately” (October 2024). In August 2025 she joined the Oregon delegation’s statement on antisemitism, in which each signer pledged to “keep speaking out against Benjamin Netanyahu elevating his self-interest above all else, fueling a humanitarian crisis in Gaza with widespread hunger, malnutrition and a devastating loss of life.” She voted Present on the July 2026 Massie amendment and against the September 2026 anti-boycott bill, and has taken no step toward limiting weapons. Counter-case for 1/2: the concern rests on one questionnaire answer that opens with Israel’s “safety and security” and a joint delegation statement aimed at Netanyahu, and her September 2025 signature on the Schneider–Raskin letter opposing West Bank annexation is one she shared with 177 other House Democrats.
