Jared Huffman

D · U.S. House, CA-2 · Tier 3/4

Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”

Position

Cosponsor of Block the Bombs and the Ceasefire Compliance Act and supports recognizing Palestinian statehood, but voted for the large April 2024 Israel aid package and supports Iron Dome; no 'genocide' usage. He has cosponsored the McCollum children’s-rights bill across three Congresses. He is also J Street–endorsed. He signed the October 2024 DeLauro–Van Hollen letter urging the Biden administration to sanction Israeli ministers Smotrich and Ben-Gvir over incitement of settler violence. In 2025 he signed the letters demanding answers on the detentions of the student activists Mahmoud Khalil (March) and Mohsen Mahdawi (April), the August Pressley–Pettersen letter urging Secretary Rubio to press Israel for a massive surge of aid into Gaza, above all infant formula, and, with most House Democrats, the September Schneider–Raskin letter to Netanyahu and his ministers opposing annexation of the West Bank. In January 2026 he signed the Welch–Khanna letter urging Secretary Rubio to warn Israel off annexation and the E-1 settlement and to reimpose Biden-era West Bank sanctions. In September 2026 Huffman signed the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge (Sep 8), the Pocan–Quigley letter on Palestinian medical workers held by Israel without charge and a 72-member letter urging Netanyahu to contain settler violence in the West Bank and “halt further settlement approvals” (both Sep 24). On Oct 1, 2026 Huffman became an original cosponsor of the Stop the Settlements Act (H.R.10642), which would sanction those who build or expand Israeli settlements in the West Bank and Gaza and ban imports of settlement goods. On a J Street delegation in February 2022 he went to the West Bank; on a J Street call afterward, Mondoweiss reported, he called those visits an “eye-opener” and spoke of the “incredible imbalance of power” he had seen, with Palestinian homes demolished and villagers harassed by settlers “assisted and armed by the IDF.” On another J Street delegation in February 2026 he visited Fasa’il al-Wusta, a Jordan Valley village whose residents were leaving under settler intimidation, the remains of Ras ‘Ein al-‘Auja, Umm al-Kheir in the South Hebron Hills and Hebron, according to the itinerary filed with his House travel disclosure. In June 2026 Huffman signed a letter to Secretary of State Marco Rubio, led by Reps. Becca Balint and Joaquin Castro, on Israel’s operations in southern Lebanon, saying Israel’s “targeted, mass destruction of civilian homes and infrastructure does not constitute Israeli self-defense” and asking that, if U.S.-origin arms were confirmed in those operations, the administration “stop arms transfers being used in these operations until these violations cease”; the letter also affirmed that “Israel has a right to defend itself.” On Oct 21, 2026 he urged the Israeli ambassador to release the American rabbis and volunteers detained at the olive harvest and to make sure they are not deported: “Protecting Palestinian farmers from settler violence should not be treated as a crime.” Jewish Insider reported on Oct 23, 2026 that Huffman was among about 30 signers of a draft letter, led by Rep. Ro Khanna and gathering signatures through Nov 6, urging the negotiators of the 2027 defense authorization bill to strip its U.S.-Israel defense-technology cooperation provisions; the draft, which cites Israel’s conduct in Gaza, the West Bank and Lebanon, says “These are not the actions of a government whose defense establishment should be granted deeper access to American military technology, nor rewarded with U.S. defense contracts,” and asks that any framework kept “carry human rights conditions consistent with those governing other United States security assistance.”

Why this tier

Cosponsored the McCollum children’s-rights bill in each of the last three Congresses (2021, 2023, 2026), Block the Bombs, and the Ceasefire Compliance Act, and supports recognizing Palestinian statehood — a durable conditioning record that moves him off a pure Tier 3. But he voted for the April 2024 Israel aid package, supports Iron Dome and avoids ‘genocide’ — the same mix as Sara Jacobs’s — and he voted Present rather than Aye on the July 2026 Massie amendment to strip Israel’s military financing.
