D · U.S. House, FL-25 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

One of the most proactively pro-Israel Democrats in the House, and acting ranking member of the House Foreign Affairs Subcommittee on the Middle East and North Africa. AIPAC-endorsed, he has led on multiple AIPAC-supported bills — among them the anti-BDS federal-contractor ban (across two Congresses), No Paydays for Hostage-Takers, the nuclear-Iran resolution and the PLO/PA Terror Payments Accountability Act — and championed the resolution reaffirming Israel’s right to exist, calling BDS ‘antisemitism, plain and simple.’ He voted twice to sanction the ICC, backs full military aid, Iron Dome, and the Jerusalem embassy, and denies the genocide charge: ‘There’s no genocide going on in Israel. There is a war.’ In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. In October 2024 he co-led, with Mike Lawler, a letter warning UN Secretary-General Guterres that any downgrade of Israel’s standing at the General Assembly would bring a matching cut in U.S. support to the UN; that year he also signed Josh Gottheimer’s letters urging an immediate House vote on the Senate’s national-security supplemental, with its aid to Israel (April), seeking sanctions on UNRWA employees who took part in the October 7 attacks (May) and asking for a classified briefing on Iranian influence in anti-Israel protests (July). At a synagogue candidates’ forum in Boca Raton on October 20, 2026 he said he is “proud to be known as the most pro-Israel Jewish Democrat in Congress” and “proud to have AIPAC’s endorsement” (JTA). Speaking to CNN for a profile published Oct 27, 2026, he faulted a “litmus test” in the Democratic Party “that you’ve got to be anti- our number one ally, or you’ve got to say things like, ‘It’s a genocide,’ which is a blood libel against Jews in this country and which is making us less safe? Yeah, I’m going to fight that wherever it is”; of Israel’s election he said “Israel could use a new face of the country,” which “will provide maybe a breath to recalibrate here on Israel’s future.” At a Miami Beach forum with his Republican opponent Scott Singer, reported by HuffPost on Oct 28, 2026, he said that “when it comes to being pro-Israel, every piece of legislation has my name on it,” and told HuffPost that a new Israeli government would not “fundamentally” change “the antisemitism that we’re seeing and the anti-Israel movement that we’re seeing,” adding, in HuffPost’s account, that he supports Israel and its people “whoever their leader is.”

Why this tier

A firm Tier 1. Pro-Israel advocacy is a defining, proactive feature of his record: he leads anti-BDS legislation rather than just voting for it: he led the Countering Hate Against Israel by Federal Contractors Act, which would bar federal contracts with companies that take part in the BDS movement, in the 118th Congress and reintroduced it with Claudia Tenney in April 2025 (“The BDS movement is antisemitism, plain and simple”), and he is again leading the PLO and PA Terror Payments Accountability Act. He was also the first original cosponsor of Mike Lawler’s 2023 resolution reaffirming Israel’s right to exist, co-led Lawler’s October 2024 letter warning the UN that any downgrade of Israel’s standing there would cost it U.S. support, voted twice to sanction the ICC and backs full aid and Iron Dome funding. He denies that Israel is committing genocide, calling the statement “It’s a genocide” “a blood libel against Jews in this country” (CNN, October 2026), and offers no daylight on arms.
