Jay Obernolte

R · U.S. House, CA-23 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

California Republican with a zero-daylight voting record and no public statements on Israel or Gaza on his House site. He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act, H.R.8369 against the 2024 arms pause, the June 2024 ICC sanctions bill and the amendment barring State Department use of Gaza Health Ministry casualty figures, and against the 2025 Greene and 2026 Massie cuts. He did not vote on the January 2025 ICC sanctions bill or the September 2026 anti-boycott bill. He was an original cosponsor of the 2025 Antisemitism Awareness Act (H.R.1007). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. Every recorded Israel vote is on the pro-Israel side and no statement of concern for Palestinian civilians surfaced, which rules out a flat 2; with no authored Israel legislation, no caucus leadership (his House site lists him as a member of the House Republican Israel Caucus) and no Israel statements at all on his House or campaign sites, nothing marks leadership. His two missed votes — ICC sanctions in January 2025 and the anti-boycott bill in September 2026 — came with no stated reason and are not a position. The record is thin, so a statement surfacing either way could change the call.
