Tier 1, “Firmly pro-Israel”
First-term member who sat on Foreign Affairs until he was named to Appropriations in April 2026, whose Middle East bills target Iran and Hezbollah: the BANNED in Latin America Act with Democrat Josh Gottheimer (July 2025), whose strategy against Iranian and Hezbollah influence was added to the House-passed NDAA (September 2025), and the No U.S. Funding for UNIFIL Act with Democrat Jared Moskowitz (May 2026), which would end US money for the UN force in southern Lebanon because “It has not stopped Hezbollah's buildup. It has not secured lasting stability along the Israel-Lebanon border.” In September 2025 the Foreign Affairs Committee adopted, by voice vote, his amendment to the State Department reauthorization (H.R.5300) barring any U.S. funds for UNRWA. In November 2025 he and Andy Barr wrote to Treasury Secretary Scott Bessent urging that the Palestinian Conference for Palestinians Abroad be designated a terrorist organization as a Hamas affiliate, citing its funding of “a flotilla of propaganda ships to violate Israel’s legal naval blockade of Gaza.” Since taking office in January 2025 he has voted for the ICC-sanctions bill, the FY2027 State Department bill and the September 2026 anti-boycott bill, and against the Greene (2025) and Massie (2026) cuts to Israel’s military aid.
A 1. Shreve has written measures aimed at Palestinian institutions, not only at Iran and Hezbollah. His September 2025 amendment to the State Department reauthorization, adopted by the Foreign Affairs Committee by voice vote, bars any U.S. funds, past or future, for UNRWA, the UN agency for Palestinian refugees. In November 2025 he and Andy Barr wrote to Treasury Secretary Bessent urging that the Palestinian Conference for Palestinians Abroad be designated a terrorist organization, citing its funding of “a flotilla of propaganda ships to violate Israel’s legal naval blockade of Gaza.” He also wrote the No U.S. Funding for UNIFIL Act (May 2026, with Jared Moskowitz), framed around Hezbollah on Israel’s northern border. Every vote since January 2025 is zero-daylight, and no concern for Palestinian civilians surfaced in his words. Counter-case: a 1/2, since the UNRWA cutoff is one committee amendment, the letter was released by Barr’s office, and his own bills target Iran and Hezbollah rather than Israel policy itself.
