Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Navy veteran in the House since 2023, Trump- and RJC-endorsed in a 2026 rematch with Elaine Luria. After an April 2024 trip to Israel she said “Israel is – and always will be – our closest ally in the Middle East” and “Hamas must be eliminated”; she voted for the April 2024 aid package, for H.R.8369, which she cosponsored, to force delivery of the munitions Biden paused over Rafah (calling the pause “creating daylight between us and our closest ally”), for ICC sanctions (Jan 2025), and against the July 2026 Massie amendment to strip Israel’s military financing. She co-introduced H.Res.966 condemning Hamas’s sexual violence (passed 418-0, Feb 2024).

Why this tier

A 1/2, not a clean 1. The votes are reliable and daylight-free — all three 2023–24 aid bills, H.R.8369 to override the Rafah arms pause, ICC sanctions, the Antisemitism Awareness Act, and No on the Massie amendment — plus Trump and RJC endorsements. What she has led is narrower: she was one of the Republican co-leads, not the author, of Lois Frankel’s resolution condemning Hamas’s sexual violence (H.Res.966), and she led an October 2023 letter for synagogue security grants — not authored Israel-policy legislation, arms leadership or a maximalist brand. Her one “humanitarian aid” line (Oct 2023) is aid for the Israeli people, and no concern for Palestinian civilians appears in her record, so a flat 2 is not available; open to a clean 1 only if authored Israel-policy legislation surfaces.
