Tier 4, “Critical / conditions aid”

Position

Voted against the April 2024 Israel aid package (H.R.8034), saying she “joined dozens of my colleagues in voting against additional offensive military aid to Israel as it plans future military operations in Rafah,” and told NewsNation in September 2025 “We want to see an end to this genocide,” warning that the Gaza peace plan could “give Israel a green light to go ahead and continue the genocide on Palestinians” — an interview her office posted on her official site. She cosponsored Block the Bombs (Sep 2025), was an original cosponsor of UNRWA restoration (Mar 2025), the Ceasefire Compliance Act (Feb 2026) and the Stop the Settlements Act (Oct 2026), voted against the “river to the sea” resolution, the Antisemitism Awareness Act, H.R.8369 and both ICC-sanctions bills, and voted Aye on the July 2026 Massie amendment, joining a 27-member statement refusing “an additional $3.3 billion” for Israeli operations that “have killed tens of thousands of civilians.” She called Israel’s conduct “indiscriminate killing and collective punishment” (Mar 2024) and skipped Netanyahu’s July 2024 address over the “indiscriminate bombing, famine, and suffering” in Gaza. She signed letters urging the State Department to affirm U.S. opposition to the forced displacement of Palestinians from Gaza (January 2024), urging President Biden to sanction Israeli ministers Smotrich and Ben-Gvir over incitement of settler violence (October 2024), demanding answers on the detentions of the student activists Mahmoud Khalil, Rümeysa Öztürk and Mohsen Mahdawi (March and April 2025) and urging Secretary Rubio to press Israel to allow a surge of aid into Gaza, above all infant formula (August 2025), and joined most House Democrats on the September 2025 Schneider–Raskin letter opposing West Bank annexation. She keeps this inside support for Israel: she voted for H.Res.771, H.Res.888 affirming Israel’s right to exist and the Human Shields Act, and against Greene’s 2025 cut to missile-defense aid, said “Like any nation, Israel has a right to self-defense” (Apr 2024), and frames the goal as a two-state peace. After her April 2024 No vote she co-signed a 19-member statement saying “We believe strongly in Israel’s right to self-defense” and “All of us support strengthening the Iron Dome and other defense systems.” Asked about aid to Israel by Hawaii News Now (Oct 8, 2026), she said: “When you take a look at the weapons they are using, it was our weapons, which is why I voted against funding weapons sales to Israel for now, because that is blood on our hands.” In June 2026 Tokuda signed a letter to Secretary of State Marco Rubio, led by Reps. Becca Balint and Joaquin Castro, on Israel’s operations in southern Lebanon, saying Israel’s “targeted, mass destruction of civilian homes and infrastructure does not constitute Israeli self-defense” and asking that, if U.S.-origin arms were confirmed in those operations, the administration “stop arms transfers being used in these operations until these violations cease”; the letter also affirmed that “Israel has a right to defend itself.”

Why this tier

A flat 4. Beside Block the Bombs she has a Nay on the April 2024 aid package explained as a vote against “offensive military aid,” “genocide” in her own voice (Sep 2025), and an Aye on stripping Israel’s military financing (Jul 2026), alongside original cosponsorships of the Ceasefire Compliance Act, UNRWA restoration and the Stop the Settlements Act. What keeps her at 4 rather than toward 5 is that the line stays at offensive weapons: she voted to keep missile-defense funding during the genocide (No on the 2025 Greene amendment), affirms Israel’s right to exist and to self-defense, and frames the end state as two states. Counter-case for 3/4: the genocide language comes from two television interviews (September 2025, and “It’s a genocide” in October 2026), and her Block the Bombs signature was mid-pack (50th–51st of 82 cosponsors), not early — though in October 2026 she explained her votes against funding weapons sales to Israel in moral terms: “that is blood on our hands.”
