Tier 1, “Firmly pro-Israel”

Position

Author of the No Official Palestine Entry (NOPE) Act, which would cut U.S. funding to any UN body that gives the Palestinian Authority or the PLO status beyond observer: he introduced it in May 2024 after the General Assembly voted to enhance Palestine’s rights (H.R.8345, ordered reported by the Foreign Affairs Committee 28-18 with Chairman McCaul as co-lead) and again in May 2025 alongside Senate Foreign Relations Chairman Risch (H.R.3208). He calls the PA and PLO “terrorist entities” that “commit horrific human rights atrocities” (Jul 2024), and after Israel’s June 2025 strikes on Iran said “I stand with our ally Israel in its fight for its very existence.” He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act, H.R.8369 against the 2024 arms pause, ICC sanctions (2024 and 2025) and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts.

Why this tier

A clean 1. He writes legislation on the question rather than only voting: the NOPE Act, introduced in two Congresses and approved by the Foreign Affairs Committee in 2024, is aimed squarely at Palestine’s standing at the UN, and he describes the Palestinian Authority and PLO as “terrorist entities.” His statements on the war stay in the stand-with-Israel frame, and the one mention of Palestinian civilians that surfaced, in a May 2021 letter he signed that opposed “added conditions on security assistance,” blames Hamas for the harm to them. Counter-case: a 1/2 if the NOPE Act is read as a UN-funding measure rather than Israel legislation, though it is directed at Palestinian standing rather than at the UN generally.
