Tier 1, “Firmly pro-Israel”

Position

As Judiciary Committee chair he opened an investigation with Foreign Affairs chair Brian Mast (Mar 2025) into Biden-era grants to the NGOs behind Israel's 2023 protests against Netanyahu's judicial overhaul; the committee said the money went to “anti-Netanyahu organizations and terrorist groups” (Jul 2025) and widened the inquiry to funders of Jewish Voice for Peace, Defense for Children International–Palestine, Breaking the Silence and groups that promoted BDS (May 2026). He led a House Republican delegation to Israel in February 2025 and then dismissed a two-state solution — “That’s just not going to fly … The Palestinians’ stated goal is to destroy the country of Israel” (Mar 2025). In October 2023 he rejected calls for Israeli restraint, saying the U.S. should give Israel “what they need to win,” and he voted for every tracked Israel measure: the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, the bill to force the paused bomb shipment (May 2024), ICC sanctions (Jun 2024 and Jan 2025) and the September 2026 college anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. On Fox News on Oct 8, 2026, discussing the backlash over Mayor Mamdani’s October 7 statement, he said “The left hates two countries — America and Israel,” describing Israel as “a place where Jewish people could come home to the land that God promised Abraham” (as transcribed by The Western Journal). In the same appearance he called Mamdani’s use of “genocide” for “what Israel is doing in defending their nation and defending their people” “just ridiculous.”

Why this tier

A clean 1. Beyond a zero-daylight voting record, he has used the Judiciary gavel on Israel's behalf: a 14-month investigation, under letters he signed, into the funding of Israel's anti-Netanyahu protest movement that grew into a probe of Palestine-solidarity groups, Palestinian NGOs and funders of BDS advocacy — personal, sustained leadership rather than a reliable vote. He led a 2025 delegation to Israel and rejects Palestinian statehood by casting Palestinians as bent on destroying Israel, and no concern for Palestinian civilians in his own words was found. Counter-case: a 1/2 if the investigation is read as part of his oversight brand against the Biden administration rather than Israel leadership, since he has written no Israel legislation and leads no Israel caucus.
