John Carter

R · U.S. House, TX-31 · Tier 1/2

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Texas Republican who has voted the pro-Israel side of every tracked measure: Iron Dome replenishment (Sep 2021), the Israel supplementals of November 2023, February 2024 and April 2024, H.Res.894 (which states that anti-Zionism is antisemitism), the Antisemitism Awareness Act, the May 2024 bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the June 2024 amendment barring the State Department from citing Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill, and against the 2025 Greene and July 2026 Massie cuts and every 2026 Iran and Lebanon war-powers resolution. When a “Free Gaza” message and red paint were left at his Georgetown office two days after the April 2024 aid vote, he blamed “unhinged anti-Israel activists” and said “I stand unequivocally with Israel.” On the first anniversary of October 7 he wrote that “Israel continues to fight for their survival against violent terrorists hellbent on their destruction” (Oct 2024). Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Carter answered: “Israel is America's greatest ally in a region that has historically been a threat to the United States. Maintaining that strategic relationship is important for national security.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. The voting record is zero-daylight — every Israel measure the House took up since 2021, including the casualty-figures amendment and the anti-boycott bill — and nowhere in his statements does he express concern for Palestinian civilians, which rules out a flat 2. Nothing in the record is leadership: api.congress.gov lists no Israel bill or resolution he has introduced among his 143 sponsored measures, he leads no Israel caucus, and beyond his votes his Israel record is cosponsorship — including, as an original cosponsor, the October 2023 “Standing with Israel” resolution, the November 2023 Israel supplemental, the May 2024 bill to force the paused bomb shipment and Marjorie Taylor Greene’s October 2023 resolution to censure Rashida Tlaib — and solidarity statements. Open to a clean 1 only if an authored Israel provision or a hardline line about Gaza surfaces.
