Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Energy and Commerce physician-congressman who wrote on October 7, 2023 that “The United States will always stand with the State of Israel and the Israeli people,” and who explained his April 2024 vote for the aid package: “This bill provides the weapons that Israel will need to defeat the Hamas terrorists and Iranian proxies”, for “our greatest ally and the only democracy in the region”; he voted against the Ukraine bill. He voted for every tracked Israel measure — the November 2023 and February 2024 Israel-only supplementals, the April 2024 package, censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of paused weapons (of which he was an original cosponsor), both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts to Israel’s military aid.

Why this tier

A 1/2, not a clean 1. The record is zero-daylight — every tracked vote, an original cosponsorship of the 2024 bill to force delivery of the paused weapons — and his two statements, standing with “the State of Israel and the Israeli people” on October 7, 2023 and giving Israel the weapons “to defeat the Hamas terrorists”, say nothing on Palestinian civilians, so a flat 2 is out. There is no leadership on the issue: no authored Israel legislation, no caucus role, and Israel is nearly absent from his public messaging, which centers on health care and energy. Counter-case: the record is thin, so a later statement could shift it either way.
