John Mannion
D · U.S. House, NY-22 · Tier 2/3
Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”
"I stand firmly with our ally Israel in the face of ongoing threats... from Iran." In 2024 backed a "bilateral ceasefire," hostage return, and an eventual two-state solution. On Jul 15, 2026 he voted for the Massie amendment to strip Israel’s military financing, saying the United States “cannot continue providing military assistance without stronger oversight, meaningful accountability, and clear conditions governing how American weapons are used.” He is J Street-endorsed, and his criticism of the 2026 U.S. strikes on Iran was a war-powers and constitutional objection rather than a break with Israel. In September 2025 he joined most House Democrats on the Schneider–Raskin letter to Netanyahu and his ministers opposing annexation of the West Bank. In September 2026 Mannion signed the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge (Sep 8) and a 72-member letter urging Netanyahu to contain settler violence in the West Bank and “halt further settlement approvals” (Sep 24).
A 2/3. He voted Aye on the July 2026 Massie amendment and gave a conditioning reason in his own words: the United States “cannot continue providing military assistance without stronger oversight, meaningful accountability, and clear conditions governing how American weapons are used,” adding that the Netanyahu government’s conduct “has caused intolerable suffering in Gaza.” That one step comes inside a heavy pro-Israel frame. The same statement calls Israel “a vital American ally and the only democracy in the Middle East,” calls the amendment “flawed” and reaffirms Israel’s right to defend itself; seven weeks later he voted for the anti-boycott bill (H.R.4795), one of 33 Democrats; and he cosponsors the U.S.-Israel Defense Partnership Act but no bill limiting weapons. Richard Neal, who explained his Massie Aye the same way but voted against the anti-boycott bill, is a 2/3. Counter-case: 3, on the explained Massie vote, his Nay on the 2025 ICC-sanctions bill, the West Bank Violence Prevention Act and his September 2026 signatures on the Dexter–Ruiz letter for Dr. Hussam Abu Safiya and the 72-member letter on settler violence.
