John Rutherford
R · U.S. House, FL-5 · Tier 1/2
Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Appropriations Committee Republican who co-wrote a January 2025 op-ed with Chairman Tom Cole and Rep. Mark Alford saying “Israel needs munitions and unwavering support from allied countries”, after a 2024 trip to meet Israeli officials and leaders from Egypt, Jordan and Saudi Arabia. In March 2024 he dismissed Biden’s Gaza aid pier as a plan to “build Hamas a port off the coast of Gaza”, “nothing more than an attempt to placate the left”; his April 2024 statement said the aid package would “support Israel in their fight to protect themselves from Iran and its proxies.” He voted for every tracked Israel measure — the 2023–24 supplementals, censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of paused weapons, both ICC-sanctions bills and the September 2026 anti-boycott bill — against the Greene (2025) and Massie (2026) cuts, and cosponsored the July 2026 bill to replace UNRWA. Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Rutherford answered: “Yes. Israel is one of America's strongest and most important allies, and our partnership is vital to security and stability in the Middle East. The United States must stand with Israel against terrorism and hostile regimes such as Iran while supporting Israel's right to defend itself and its people.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. The record is zero-daylight — every tracked Israel vote, an original cosponsorship of the 2024 bill to force delivery of the paused weapons, a cosponsorship of the 2026 anti-UNRWA bill — and his one remark on Gaza aid treated the humanitarian pier as a gift to Hamas, which rules out a flat 2. He is short of a clean 1 because none of this is leadership: he has sponsored no Israel legislation, and a co-signed op-ed and a delegation trip with the Appropriations chair are support, not authorship. Counter-case: a clean 1 if calling the Gaza aid pier a port for Hamas is read as the hostility to Gaza aid that marks a clean 1.
