Johnny Garrett
R · U.S. House, TN-6 · Tier 1/2
Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Tennessee House Majority Whip since 2020 and the GOP nominee for the open TN-6 seat. His campaign’s “Standing With Israel” plank says “The United States has a moral obligation to protect Israel,” praises the Jerusalem embassy move, and promises: “In Congress, Johnny will work with President Trump to ensure Israel has every available resource to defend itself against radical Islamic terrorists.” In the legislature he co-sponsored and voted for SJR 870 (concurred 76-10, April 2024), “expressing support for the State of Israel and the Israeli people and condemning the violent events of October 7, 2023,” co-sponsored HJR 688 to “affirm support for Israel and condemn Hamas,” and voted for Tennessee’s antisemitism-in-education laws: HB 2673 (2022, 95-0), which directs reviews of antisemitism complaints at public schools and colleges to take into consideration the IHRA working definition, and HB 1188 (2025, 79-11), which extends that IHRA-based statutory definition to the codes of conduct or antidiscrimination policies of all public schools and colleges.
A 1/2, not a clean 1. His campaign plank is zero-daylight — a “moral obligation to protect Israel” and “every available resource” for its defense, with no word on Palestinian civilians — and his legislative record matches: co-sponsor and Aye on the April 2024 post-October 7 support resolution, co-sponsor of a second, and Aye on both antisemitism-in-education laws, both built on the IHRA definition. But all of it is co-sponsorship and voting alongside dozens of colleagues; he authored none of these measures and leads no Israel effort, and his whip post is general party leadership. Counter-case: a clean 1 only if campaign rhetoric of this kind is treated as a hardline brand.
