Tier 4, “Critical / conditions aid”

Position

His campaign platform says what is happening in Gaza “is a Genocide,” calls for “an immediate ceasefire” and “a halt to offensive U.S. military support in the conflict,” and backs “defensive cooperation with Israel – without delivery of munitions to Israel” with U.S. aid conditioned on international law (posted by July 2026). He pledges never to take AIPAC money. An Air Force veteran and former Missouri assistant attorney general, he won the August 2026 Democratic primary to face Rep. Mark Alford.

Why this tier

A 4, on a challenger’s pledge. He names the genocide in his own voice and pledges to halt offensive U.S. military support and stop delivering munitions, with aid conditioned on international law — a clear withholding pledge, which is what separates 4 from 3/4 for a challenger. The counter-case toward 3/4 is his frame: Israel “is an ally, and allies have the right to defend themselves,” and he keeps “defensive cooperation,” which can make a 4 a reach. The no-munitions line goes beyond offensive-only conditioning, but with defensive cooperation kept and no full embargo it does not reach 4/5. It is a platform, not a record: he has never held elected office.
