Josh Harder

D · U.S. House, CA-9 · Tier 2

Tier 2, “Mainstream pro-Israel”

Position

In January 2024 Harder called for a bilateral ceasefire, saying “Tens of thousands of innocent lives have been lost and Gazan families are living in a nightmare,” that “innocent Gazans should not be held responsible for the actions of Hamas,” and “I condemn all indiscriminate attacks on peaceful men, women, and children” — in a statement that also said Israel “has a right to keep her people safe and secure” and explained his November 2023 Nay on the Israel-only bill: “because it did not include assistance to Gaza.” He voted Aye on the July 2026 Massie amendment to strip Israel’s military financing (no statement found), cosponsored Jayapal’s Gaza humanitarian-aid resolution (H.Res.473, Jul 2025) and the West Bank Violence Prevention Act (Apr 2026), and signed the July 2025 letter questioning the Gaza Humanitarian Foundation. He voted for the April 2024 aid package, H.Res.894 and the Antisemitism Awareness Act, split from most Democrats to back the June 2024 amendment barring the State Department from citing Gaza Health Ministry casualty figures, and signed the January 2024 letter whose signers “thoroughly reject” South Africa’s genocide charge; he voted against H.R.8369, both ICC-sanctions bills and the September 2026 anti-boycott bill.

Why this tier

A 2. He voted Aye on the July 2026 Massie amendment to strip Israel’s military financing but has not explained it, and he cosponsors no bill limiting weapons. The rest of his record keeps the pro-Israel frame: Yeas on the April 2024 aid package, H.Res.894 (declaring anti-Zionism antisemitism), the Antisemitism Awareness Act and the June 2024 amendment barring the State Department from citing Gaza’s casualty figures, and his signature on the January 2024 Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel. Through AIPAC’s PAC (direct and earmarked), $50,943 reached him in 2024 and $32,246 in the 2026 cycle. What separates him from 1/2 is concern for Gaza’s civilians in his own words (“Gazan families are living in a nightmare,” January 2024), with Nays on the bill forcing the paused bomb shipment, both ICC-sanctions bills and the 2026 anti-boycott bill. Bobby Scott, with the same unexplained Massie vote, voted against the IHRA bill and Present on H.Res.894. Counter-case: 2/3, on the Massie vote itself.
