Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
RJC-endorsed; visited Israel on a post-Oct 7 solidarity delegation and calls it ‘one of our most important partners.’ No humanitarian criticism of Israel on record; his signature issues are the border and Tucson-area swing-district politics, not Israel. He voted Yea on the April 2024 Israel aid package and is Trump-endorsed. He was also an original cosponsor of, and voted for, the Israel Security Assistance Support Act (H.R.8369, May 2024), which would have forced delivery of the bomb shipment Biden paused. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2. No leadership on the issue: the RJC and Trump endorsements are received, the post-Oct 7 solidarity delegation and the April 2024 aid Yea are firm alignment rather than leadership, and he has authored no Israel-policy legislation; his brand is the border and swing-seat retail politics. And no humanitarian concern of any kind surfaces — no Gaza-civilian concern, no aid-must-flow language — so nothing moves him toward a flat 2: firm alignment with no leadership role and no humanitarian concern places him at 1/2.
