Tier 2, “Mainstream pro-Israel”

Position

Co-led, with Sen. Van Hollen, two letters on Mohammed Ibrahim, a 16-year-old Palestinian American from Florida held in Israeli detention for nine months without trial: one pressing for his release (Oct 2025) and one demanding accountability for his abuse in detention (Feb 2026); when he was freed she said his case “underscores the need for fairness, due process and respect for human rights for every civilian – especially children – caught in conflict” (Dec 2025). On the October 2025 truce she said “It is past time to end the war, release the hostages, flood humanitarian aid to the region,” citing “the subsequent suffering of innocent people in Gaza.” Her votes sit at the pro-Israel end — for the Republican standalone Israel aid bill (H.R.7217, Feb 2024), the April 2024 aid package and H.Res.894, against the July 2026 Massie amendment, and for the September 2026 anti-boycott university bill as one of 33 Democrats — though she voted against the bill to force the paused bomb shipment (H.R.8369, May 2024), against both ICC-sanctions bills and against censuring Tlaib. In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A flat 2. The votes sit at the pro-Israel end — H.R.7217, which she explained as a signal on replenishing Iron Dome, the 2024 aid package, No on Massie and Yes on the anti-boycott bill — but she has expressed concern for Palestinian civilians in her own words without the self-defense framing: the October 2025 call to “flood humanitarian aid” and end the war, and the Ibrahim letters she co-led. Her 2023–24 Gaza language (“immorally excludes humanitarian aid for innocent Palestinians who are used as human shields by Hamas terrorists”, Palestinians in “cramped, dirty shelters”) came in statements that also backed aid to help Israel defend itself, so on its own it would read as positioning. Counter-case both ways: the February 2026 letter pressing for an Israeli investigation of a detained child's abuse is criticism of Israeli conduct that could support 2/3, while the anti-boycott Yea pulls toward 1/2; she has no documented ceasefire call before the 2025 truce, no conditioning bill and no leadership on the issue.
