Kelly Morrison
D · U.S. House, MN-3 · Tier 2
Tier 2, “Mainstream pro-Israel”
A first-term Democrat and physician who voted Present on the July 2026 Massie amendment to strip Israel’s military financing — one of ten Democrats to do so, with no public explanation found — and who signed the August 2025 letter of House doctor-members on Gaza’s starvation (“Reports of innocent Palestinians—including children—dying from hunger and malnutrition are heartbreaking and unacceptable”), Rep. Amo’s November 2025 starvation letter, the September 2025 letter against West Bank annexation (with most House Democrats) and the September 2026 Mfume–Vindman letter on settler violence. Announcing her cosponsorship of Jayapal’s Gaza humanitarian-aid resolution (H.Res.473) in September 2025, her office wrote that Gaza’s entire population “is facing acute levels of hunger,” that food “is not being allowed to do so fast enough to save lives,” and that “at least 54,000 Palestinians have been killed”; in January 2026 she cosponsored the West Bank Violence Prevention Act, noting that “Violent settlers in the West Bank have increasingly perpetrated violent acts against civilians and property.” She also cosponsored the U.S.-Israel Defense Partnership Act (Apr 2025), voted No on the 2025 Greene cut and against the January 2025 ICC-sanctions bill and the September 2026 anti-boycott bill; in March 2025 she signed the letter led by Reps. Jayapal, Raskin and Scanlon demanding answers on the detention of Columbia student Mahmoud Khalil “simply for exercising his First Amendment right to free speech.”
A flat 2, with a case for 2/3. She backs Israel’s security cooperation (the Defense Partnership Act cosponsorship, No on the Greene cut) and has no conditioning act, but her releases name Palestinian deaths and the starvation in Gaza without any appeal to Israel’s self-defense, and she joined the doctors’, Amo and settler-violence letters — well past the 1/2 line — as well as the 2025 letters on Mahmoud Khalil’s detention, addressed to the Trump administration, and, with most House Democrats, against West Bank annexation. The case for 2/3 rests on her Present vote on Massie, which declined to defend Israel’s military financing; against it, Present is not a vote to cut, she gave no account of it, and she has cosponsored none of the conditioning bills.
