Tier 1, “Firmly pro-Israel”
House Republican from Oklahoma who chaired the Republican Study Committee in the 118th Congress, and the GOP Senate nominee for the open Oklahoma seat. He was the sponsor of record of H.Res.1092 (March 2024), a bipartisan resolution introduced with Democrat Brad Schneider affirming that trade under the U.S.-Israel Free Trade Agreement is “a tool to support the economy of Israel during the conflict with Hamas.” In August 2023 he said “Israel is a strong friend and essential ally – full stop” and condemned the “anti-Zionism” of House Democrats. He has voted for every tracked Israel measure he was present for, including the April 2024 package, the May 2024 bill forcing delivery of the paused bombs and the June 2024 ICC-sanctions bill (H.R.8282), which he cosponsored from introduction; he did not vote on the January 2025 one (H.R.23). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1 on a resolution he wrote. He was the sponsor of record of H.Res.1092 (March 2024), introduced with Democrat Brad Schneider, affirming that trade under the U.S.-Israel Free Trade Agreement is “a tool to support the economy of Israel during the conflict with Hamas”; introducing it, he said “Israel is our closest ally in the Middle East, we have a responsibility to them as they combat brutal Hamas terrorists.” As chair of the Republican Study Committee in August 2023 he declared “Israel is a strong friend and essential ally – full stop” and condemned the “anti-Zionism” of House Democrats. He has voted for every tracked Israel measure he was present for, including the April 2024 package, the bill forcing delivery of the paused bombs and the 2024 ICC-sanctions bill, which he cosponsored from introduction; he did not vote on the 2025 one. No concern for Palestinian civilians was found in his statements beyond saying Yahya Sinwar “brought death and destruction to innocent Americans, Israelis, and Palestinians” (October 2024). Counter-case: a 1/2, since the resolution is non-binding, economic and the House companion of a Senate measure, and his own brand is fiscal policy.
