Tier 2, “Mainstream pro-Israel”

Position

Pediatrician who co-led two House letters on Gaza’s children and civilians: with Debbie Dingell she led 141 colleagues urging the State Department to restore medical-humanitarian visas for children from Gaza, writing “It is wrong to prevent children who are caught in the middle of this horrific conflict from receiving lifesaving medical care” (Aug 2025), and with four other physician members she urged the administration to act on “the humanitarian catastrophe unfolding in Gaza” (Aug 2025). In July 2025 she wrote that “The tremendous suffering in Gaza, on top of nearly 2 years of a war that Hamas inflicted on both Gazans and Israelis, must end. That means an immediate surge of humanitarian aid to civilians. Israel and the U.S. must make every attempt to safeguard innocents.” Her votes sit at the pro-Israel end of her caucus: she voted to censure Rashida Tlaib (Nov 2023), for both ICC-sanctions bills, the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 anti-boycott bill, and against the July 2026 Massie amendment; she signed letters urging Speaker Johnson to bring the Senate’s aid package, with its aid to Israel, to an immediate vote (April 2024) and urging the ICC to rescind its warrants for Netanyahu and Gallant (January 2025), and joined Jewish House Democrats in June 2025 urging passage of the Antisemitism Awareness Act. In September 2025 she signed the letter of 178 House Democrats opposing unilateral annexation of the West Bank, and on the third anniversary of October 7 she reaffirmed “our commitment to working to establish two states for two peoples with leaders committed to enduring peace and dignity for both Israelis and Palestinians” (Bluesky, Oct 7, 2026).

Why this tier

A flat 2, with a case for 1/2. She has no leadership on the issue — no authored Israel legislation, and the letters she leads are humanitarian ones — and her concern for Palestinian civilians is in her own words and acts without self-defense language in the same breath: the medical-visas letter for Gaza’s children, the physicians’ letter on starvation, and the July 2025 call for an immediate surge of aid and protection of innocents. Counter-case: 1/2 if the votes are weighed over the words, since she crossed most of her party to censure Tlaib, sanction the ICC twice, bar Gaza casualty figures and pass the anti-boycott bill, and signed the letter urging the ICC to rescind its warrants.
