Tier 3, “Pro-Israel, critical”
She is a former Hillsborough County commissioner (2018–2022) and retired financial planner. In an August 2026 position paper she writes that “Both the people of Israel and the people of Palestine have the right to exist, live in safety, exercise self-determination, and defend themselves,” that war crimes and collective punishment should not be “accepted as legitimate means of defense,” and that U.S. military aid “should comply with U.S. law, international law, and internationally recognized human rights standards” — “American taxpayer dollars should never be used in ways that contribute to human rights violations, collective punishment, forced displacement, or harm to civilians.”
A 3. She criticizes the conduct of the war by its terms — collective punishment, forced displacement, attacks on civilians — and ties U.S. military aid to compliance with U.S. and international law, a step toward limiting weapons; her frame is even-handed, extending the right of self-defense to Palestinians as well as Israelis. What holds her short of 3/4 is that the aid language is a general compliance principle rather than a pledge to withhold or condition offensive arms to Israel by name, and she neither uses the word genocide nor calls for a ceasefire. Counter-case: 3/4 if “taxpayer dollars should never be used in ways that contribute to … harm to civilians” is read as a clear conditioning pledge; 2/3 if the both-sides self-defense line is read as the standard Israel-defense caveat.
