Tier 3, “Pro-Israel, critical”
Answering a February 2026 WBEZ survey of the IL-7 field, he said “Yes” to strict human-rights conditions on U.S. military aid to Israel (“Conditioning aid to prevent its misuse in human rights violations supports our values and complies with existing U.S. law”), wrote that “The level of civilian suffering in Gaza is heartbreaking and unacceptable” and called for “a lasting ceasefire” — while declining to oppose aid outright, to say whether Israel has committed genocide or to denounce AIPAC support, and affirming that “Israel has the right to security.” A state representative since 2007, he voted for Illinois’s 2015 anti-BDS law (SB 1761, passed the House 102-0); AIPAC met with him in late 2025 but backed his primary rival, Melissa Conyears-Ervin. In a March 18, 2026 letter after his primary win he wrote that outside spending “included efforts tied to AIPAC” and that “We declined AIPAC funding.” Profiled by the Chicago Tribune on October 28, 2026, he said, in the paper’s paraphrase, that AIPAC had courted him for an endorsement but found policy differences, including his declining to support unconditional military aid to Israel.
A soft flat 3, close to the 2/3 line. What carries him to 3 is a conditioning position in his own words — a “Yes” to strict human-rights conditions on military aid to Israel, with “Congress needs to reevaluate how military aid is distributed” — and concern for Gaza’s civilians stated, most fully in one survey answer, with no self-defense caveat. What keeps it soft: he framed the conditions as compliance with existing U.S. law, declined the oppose-aid, genocide and AIPAC questions that most of the IL-7 field answered “Yes”, affirmed that Israel has “the right to security”, and the rest of his Israel-related record found as a state legislator is a unanimous 2015 vote for Illinois’s anti-BDS law and, in October 2023, a 16-legislator letter he signed mourning that “Hundreds of Israelis and Palestinians have been killed,” followed by his own statement that “we should unequivocally condemn the savage crimes perpetrated against the Israeli people by cowardly Hamas terrorists.” Counter-case both ways: 2/3 if the hedges are read as the stronger signal; 3/4 if the “Yes” is read as a clear conditioning pledge.
