Tier 3, “Pro-Israel, critical”

Position

Block the Bombs cosponsor (Oct 8 2025, 55th of 82) who also cosponsored UNRWA funding restoration (Aug 2025) and voted Aye on the July 2026 Massie amendment to strip Israel’s $3.3 billion in military financing. She broke with most Democrats to vote against the Hamas-financing bill (H.R.340, Nov 2023), the “river to the sea” resolution and the Antisemitism Awareness Act, voted Present on H.Res.894, and voted against the bill to force the paused bomb shipment and both ICC-sanctions bills, but for the April 2024 aid package (H.R.8034). Her November 2023 statement urged extending the truce “with the civilian death rate in Gaza skyrocketing” while saying “I strongly support Israel’s right to protect its people,” and in January 2025 she spoke of “the horrific and needless suffering in Gaza”; in December 2023 she co-led Ramirez’s resolution honoring Wadee Alfayoumi, the six-year-old Palestinian-American boy murdered in her district, which condemns “anti-Palestinian discrimination.” In October 2024 she signed the letter urging President Biden to sanction Israeli ministers Smotrich and Ben-Gvir over incitement of settler violence. In a Shaw Local candidate questionnaire published Sep 25, 2026 she wrote: “The violence in Gaza must end. I support the Block the Bombs Act to block weapon sales to Israel,” adding that permanent peace in the region “will require a two-state solution, including the full realization of freedom and rights for the Palestinian people.” No statement of hers explaining the Massie vote was found.

Why this tier

A 3. Her one step toward limiting weapons is Block the Bombs, which she cosponsored in October 2025 and backs in her own words, inside a two-state frame: “I support the Block the Bombs Act to block weapon sales to Israel” (September 2026 questionnaire). She also voted Aye on the July 2026 Massie amendment to strip Israel’s military financing but has not explained that vote. She voted for the April 2024 aid package and paired her 2023 ceasefire call with “Israel’s right to protect its people.” She has not called it a genocide: asked at an August 2025 town hall whether it is one, she said, “I’m not sure about that legal definition of genocide, but what I can tell you, what’s happening right now is immoral. It’s unacceptable. It’s wrong.” Brad Lander, who names the genocide, is a 3/4. Counter-case: 3/4, on her votes against the Hamas-financing bill (H.R.340), the resolution condemning support for Hamas at universities (H.Res.798, as one of 22 Democrats), the “river to the sea” resolution and the Antisemitism Awareness Act, her Present on H.Res.894, and concern for Gaza in her own words without self-defense language (“the horrific and needless suffering in Gaza,” January 2025).
