Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Voted for every tracked Israel measure — both Israel-only supplementals (H.R.6126, Nov 2023; H.R.7217, Feb 2024), the April 2024 package (H.R.8034), the bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, H.Res.894 and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie amendments to cut Israel’s military aid. At a November 2023 Ways and Means hearing on campus antisemitism he said “There is no equivalency between what Hamas did, the horrific attacks and Israel defending itself,” and he explained his April 2024 Yea by saying “Israel is defending itself after the horrific and barbaric attacks perpetrated by Hamas.” After a York Jewish Community Center event marking a year since October 7 he said “my commitment to our nation’s ally will not waver. I stand with Israel” (Oct 2024). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. The voting record is zero-daylight, and his statements stay inside the frame of Israel defending itself, with no word on Palestinian civilians, which rules out a flat 2. There is no leadership on the issue: he has written no Israel legislation, holds no Israel caucus role and has no record of hardline rhetoric about Gaza. Counter-case: none of substance in either direction.
