Tier 3, “Pro-Israel, critical”
Former Hartford mayor who unseated Rep. John Larson in the August 2026 primary. In the July 2026 debate he said he opposes taxpayer funding of offensive military aid to Israel while backing “defenses for civilians that protect civilian life against rockets and missiles and drones” and more humanitarian aid for Gaza, and he attacked Larson's pro-aid vote: “Trusting Donald Trump to do the right thing is a mind-blowing example of putting hope over all of the evidence in front of us.” On the radio in May 2026 he called it “hugely important that Israel exists as a safe, secure homeland for the Jewish people” and said Netanyahu had “done enormous damage to Israel’s security, Israel’s standing in the world,” adding that “we have an obligation as a country to say what’s happening is not okay. The scale of the devastation and death in Gaza was not okay.”
A 3. With no votes in Congress, his words are the record. His line stops at offensive arms: in the July 2026 debate he opposed taxpayer funding of offensive military aid to Israel while backing “defenses for civilians” against rockets, missiles and drones and more humanitarian aid for Gaza. He answered Larson’s defense of his July 2026 vote to keep Israel’s aid: “Trusting Donald Trump to do the right thing is a mind-blowing example of putting hope over all of the evidence in front of us.” Asked which votes he would have cast differently, he named the Charlie Kirk resolution and the Social Security Fairness Act, not that one. On a May 2026 radio show he said “the scale of the devastation and death in Gaza was not okay” and faulted Netanyahu, while calling it “hugely important that Israel exists as a safe, secure homeland for the Jewish people.” He has not used the word genocide. Counter-cases: 3/4, since he pressed the aid cut against a sitting member; 2/3, reading the offensive-aid line as a debate posture, not a pledge.
