Tier 2, “Mainstream pro-Israel”
In April 2024 she said “the Israel Defense Forces must do more to minimize the deaths of innocent Palestinian civilians and humanitarian aid workers” because “Israel is held to a higher standard of conduct,” in a statement that hoped for “a thriving and safe Palestinian state” beside Israel, blamed Hamas as “the greatest threat to the Palestinian people’s safety” and called for its surrender. Her other statements pair concern with Israel's defense: she backed Israel “as it defends itself” (Oct 2023), signed a November 2023 joint statement rejecting “from the river to the sea” that also supported “Israel’s right and obligation to defend itself,” and called Israel “the eternal homeland of the Jewish people” with “the right to defend herself” against Iran (Jun 2025). She signed the April 2024 Gottheimer–Wilson letter urging Speaker Johnson to bring the Senate’s aid package, with its aid to Israel, to an immediate vote, voted for that package, the Antisemitism Awareness Act and the June 2024 amendment barring the State Department from citing Gaza Health Ministry casualty figures, and against the July 2026 Massie amendment; she voted Present on H.Res.894, against the February 2024 Israel-only bill, H.R.8369 and both ICC-sanctions bills, did not vote on the September 2026 anti-boycott bill, signed the September 2025 letter of 178 House Democrats opposing unilateral annexation of the West Bank and cosponsored the West Bank Violence Prevention Act (Apr 2026).
A flat 2. Her April 2024 statement expresses concern for Palestinian civilians in her own words, without the self-defense line, and holds the IDF to “a higher standard of conduct” on civilian and aid-worker deaths. The rest of the record is pro-Israel and mainstream: her other Gaza language comes paired with Israel's right to defend itself, she voted for the casualty-figures ban and No on Massie, and she has no leadership on the issue. Counter-case both ways: 2/3 if the April 2024 call on the IDF is read as criticism of the war's conduct, but it stands alone and sits beside a demand that Hamas surrender; 1/2 if its Hamas-blame framing is read as positioning.
