Mario Diaz-Balart

R · U.S. House, FL-26 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

Chairman since 2023 of the House Appropriations subcommittee that funds Israel’s military aid, and lead sponsor of the State Department and foreign-operations bills that carry its $3.3 billion in Foreign Military Financing (H.R.4665 in 2023, H.R.8771 in 2024, H.R.8595 in 2026) while barring funds for the UN Commission of Inquiry and, in the 2024 and 2026 bills, for UNRWA and the ICC (the 2023 bill barred UNRWA only from its UN-contributions account). Managing H.R.8595 in House debate in July 2026, he led the opposition to the Massie amendment to strip that financing: “I am proud to be a leader in this body in providing unwavering support to our friend and ally, Israel.” Backing the Israel-only supplemental in February 2024 he said “there has been genocide, but the genocide has been from Hamas,” and on the Rafah offensive in May 2024: “Hamas has brought this upon the people of Gaza, not Israel.” He voted for the 2023–24 aid supplementals, H.Res.894, H.R.8369 against the 2024 arms pause, ICC sanctions (2024 and 2025) and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts, and was an original cosponsor of H.R.6126, H.R.7217, H.R.8034 and H.R.8369.

Why this tier

A clean 1. He is not only a reliable vote: as subcommittee chairman he writes the annual bill that funds Israel’s military aid and bars UNRWA and ICC funding, defended it in House debate against the July 2026 Massie amendment in his own name as “a leader in this body” on Israel, and co-chairs the bipartisan Congressional Latino-Jewish Caucus, which issues joint statements on the hostages. His rhetoric points the same way — the genocide recast as Hamas’s, and the Rafah offensive blamed wholly on Hamas — and no statement of concern for Palestinian civilians surfaced. There is no real counter-case; the one qualification is that the caucus he co-chairs is a Latino-Jewish caucus rather than an Israel caucus, which does not change the call given the appropriations record.
