Mark Harris
R · U.S. House, NC-8 · Tier 1
Tier 1, “Firmly pro-Israel”
North Carolina Republican in his first term. On the third anniversary of October 7 (Oct 2026) he said “Israel has every right to defend itself and its people against those who seek its destruction, and America must stand firmly with our greatest ally in the Middle East,” and pledged, as an Education and Workforce member, to keep “working to ensure Jewish students feel safe on campus.” In office he has voted the pro-Israel side of every tracked measure — the January 2025 ICC-sanctions bill, No on the 2025 Greene and July 2026 Massie cuts, Yea on the July 2026 State Department bill and the September 2026 college anti-boycott bill — and against every 2026 Iran and Lebanon war-powers resolution, and he cosponsored the Unmasking Hamas Act, which adds criminal penalties for committing certain offenses, including interfering with others’ civil rights, while masked; the May 2025 resolution condemning antisemitism after two Israeli embassy staffers were killed in Washington (H.Res.447); the No Tax Exemptions For Terror Act (Nov 2025), which would strip the Council on American-Islamic Relations and similar groups of tax-exempt status; the Designating Hamas Affiliates in America Act (Apr 2026), which would have the Treasury list CAIR and its chapters as Specially Designated Global Terrorists; and the No Antisemitism in Education Act (Jun 2026), which would have schools consider the IHRA-based definition of antisemitism in civil-rights reviews. Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Harris answered: “Yes! Israel is one of America’s closest allies and partner in a dangerous region. Our alliance advances our national security through intelligence cooperation, military partnership, and counterterrorism efforts, while reflecting our shared commitment to democracy and freedom. As a Christian, I also recognize the unique biblical and historical significance of Israel. I will always stand with Israel, support its right to defend itself, and oppose efforts to weaken the U.S.-Israel relationship”. On Oct 22, 2026, previewing the Education and Workforce Committee’s report on antisemitism in K-12 schools, he faulted a district for recommending “a children’s book that erases Israel from maps of the Middle East” and a teacher who “focused her lessons on settler colonialism and what was happening in Palestine,” called it “radical, far-left propaganda and antisemitism” that teaches students “to hate our country and our allies,” and said “those responsible must be held accountable.”
A 1, on a pattern of measures aimed at the U.S. group CAIR and at Palestine-solidarity activism. He cosponsored the No Tax Exemptions For Terror Act (November 2025), which would strip the Council on American-Islamic Relations and similar groups of tax-exempt status, and the Designating Hamas Affiliates in America Act (April 2026), which would have the Treasury list CAIR and its chapters as Specially Designated Global Terrorists. He also cosponsored the Unmasking Hamas Act (March 2025), which adds criminal penalties for certain offenses committed while masked, including interfering with others’ civil rights, and the No Antisemitism in Education Act (June 2026), and in September 2026 he voted for the anti-boycott aid ban for colleges. Every tracked vote since he took office in January 2025 is zero-daylight, and his October 2026 statement and 2026 iVoterGuide answer affirm Israel’s right to defend itself with nothing on Palestinian civilians. Counter-case: a 1/2. Other members wrote every one of these measures, and none of his 17 sponsored measures concerns Israel.
