Mark Warner
D · U.S. Senate, Virginia · Tier 2
Tier 2, “Mainstream pro-Israel”
Mainstream pro-Israel and a top Democratic recipient of AIPAC money. In April 2026 he voted to block the bulldozer sale (aimed, in his words, at equipment “used to demolish homes, expand settlements”) but against blocking the bombs sale. Up for reelection 2026. He framed the objection around Israel’s security, not as a move to condition arms. In his own words the day after the votes, “Israel has an unequivocal right to defend itself, but it does not have the right to unilaterally displace Palestinians in the West Bank and torpedo any chance of ever achieving a two-state solution.” Answering WHRO’s 2026 candidate questionnaire, Warner wrote that he does “not support all of the actions of the Netanyahu government,” that “extremist settlers continue to commit violence and displace Palestinian families in the West Bank,” and that “earlier this year, I voted to cut off American aid that could have enabled more illegal Israeli settlements in the West Bank.”
A 2. Mainstream pro-Israel and a top Democratic recipient of AIPAC PAC money. Explaining the April 2026 votes he said the U.S. must hold two truths at once — Israel has “an unequivocal right to defend itself,” but “does not have the right to unilaterally displace Palestinians in the West Bank and torpedo any chance of ever achieving a two-state solution.” His vote against the bulldozer sale was aimed at West Bank demolitions and settlements, not a broader shift on arms: he voted the same day against blocking the bombs. In September 2026 he also voted to bring up S.Res.852, which requested a State Department report on Israel’s human-rights practices. What separates him from 1/2 is his own concern for Palestinians: “extremist settlers continue to commit violence and displace Palestinian families in the West Bank,” a point he tied to his vote on the bulldozer sale, and the war in Gaza “resulted in significant and devastating human cost” (WHRO, 2026). In July 2025 he also signed Van Hollen’s letter seeking an independent U.S. investigation into the killing of American citizen Saifullah Musallet by settlers in the West Bank.
