Tier 1, “Firmly pro-Israel”
Author of H.Res.1339 (June 2026), introduced “exactly one week after meeting with Prime Minister Netanyahu in Jerusalem”, which commends Netanyahu’s plan to move the alliance “away from traditional foreign assistance” toward joint defense co-development, thanks Israel for its part in the war on Iran and condemns “the delegitimization of Israel's right to exist”; Netanyahu sent a letter of support. Stutzman said the resolution “affirms that the United States stands with Israel not out of obligation, but out of shared strength and shared strategic interest.” Since returning to the House in January 2025 he has voted for the ICC-sanctions bill, the FY2027 State Department bill and the September 2026 anti-boycott bill, and against the Greene (2025) and Massie (2026) amendments to cut Israel’s military aid.
A clean 1, though contestable. He wrote an Israel resolution with Netanyahu’s backing after meeting him in Jerusalem — praising the prime minister, thanking Israel for the Iran war and condemning challenges to Israel’s legitimacy — which is authorship, not just a vote, and every vote since January 2025 is zero-daylight. No concern for Palestinian civilians by name surfaced; his October 2025 release praising the Gaza deal credited Trump with ending “death and destruction” in the region and with “sustained humanitarian relief for all caught in the crosshairs of this horrific conflict.” Counter-case: a 1/2 if a non-binding resolution with four cosponsors, whose thrust is phasing out traditional grant aid, is read as America First aid-skepticism in pro-Israel dress rather than champion leadership — though he voted to keep the military financing in July 2026.
