Tier 3, “Pro-Israel, critical”

Position

His campaign homepage says “We need justice for indigenous people everywhere. Free the RGV and Free Palestine!” and his Anti-AIPAC page says “The struggle to Free Palestine is very similar to the fight against Apartheid in South Africa, and also similar to the fight for indigenous rights in South Texas,” attacking Rep. Henry Cuellar over $3.2 million he says came from pro-Israel PACs, independent expenditures and bundlers, and pledging never to take money from “AIPAC, foreign interest PACs, corporate PACs, or any PAC.” A McAllen community organizer and translator who grew up undocumented, he is the Green nominee in TX-28.

Why this tier

A flat 3. In his own words he sets Palestinian freedom beside the anti-apartheid struggle in South Africa and refuses AIPAC money, with no pro-Israel frame anywhere in his record. But he states no position on weapons, military aid or the genocide and never addresses Israel’s conduct directly, so nothing reaches a withholding pledge. Counter-cases: 3/4, reading the apartheid comparison as a structural break with Israel rather than a slogan; NR, if slogans are too thin to place him.
