Mary Gay Scanlon

D · U.S. House, PA-5 · Tier 3/4

Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”

Position

A Block the Bombs cosponsor who also voted Nay on the IHRA bill and takes no AIPAC or DMFI money — though she voted for the 2024 aid package, supports Iron Dome, and voted to condemn “from the river to the sea.” She takes no genocide or embargo position and voted in 2019 for the House resolution opposing the BDS movement (H.Res.246), and her one vote to cut off Israel’s military financing was an Aye on the July 15, 2026 Massie amendment (roll 243). With Pramila Jayapal and Jamie Raskin she led the March 2025 letter demanding answers on the detention of student activist Mahmoud Khalil, and in April 2025 she signed the Balint letter on the arrest of Mohsen Mahdawi. She also signed letters backing refugee priority status for Gazans with U.S. citizen or permanent-resident relatives (June 2024), urging sanctions on Israeli ministers Smotrich and Ben-Gvir over incitement of settler violence (October 2024) and urging Secretary Rubio to demand a surge of infant formula into Gaza (August 2025), and joined most House Democrats on the September 2025 Schneider–Raskin letter opposing West Bank annexation. In September 2026 Scanlon signed the Dexter–Ruiz letter seeking the release of Gaza pediatrician Dr. Hussam Abu Safiya from Israeli detention without charge (Sep 8) and a 72-member letter urging Netanyahu to contain settler violence in the West Bank and “halt further settlement approvals” (Sep 24). On Oct 1, 2026 Scanlon became an original cosponsor of the Stop the Settlements Act (H.R.10642), which would sanction those who build or expand Israeli settlements in the West Bank and Gaza and ban imports of settlement goods.

Why this tier

A 3/4. She has taken several steps toward limiting weapons to Israel: in May 2024 she signed the Crow–Deluzio letter warning President Biden that, while it restricts aid into Gaza, Israel is “risking its eligibility for further offensive security assistance,” and she cosponsored Block the Bombs in September 2025, well before the 2026 signers, and Casten’s Ceasefire Compliance Act in May 2026, and she voted Aye on the July 2026 Massie amendment to strip Israel’s $3.3B in military financing. She also voted Nay on the 2024 Antisemitism Awareness Act (IHRA) and on the September 2026 anti-boycott bill (H.R.4795), and has taken no AIPAC or DMFI money in any cycle. What holds her short of 4 is the frame-keeping: she voted for the April 2024 aid supplemental, supports Iron Dome, voted to condemn “from the river to the sea,” cosponsored no genocide or Nakba measure, voted for the 2019 resolution opposing the BDS movement, and takes no genocide or embargo position.
