Tier 1, “Firmly pro-Israel”

Position

Not merely a cosponsor of A2139-A but an author in his own right on the same subject: he is the sponsor of A4758-A, which would write the IHRA working definition of antisemitism into New York Education Law, and a cosponsor of A4797, the “stop anti-Semitism on college campuses act,” which would withhold state funding from institutions that authorize, facilitate, fund or otherwise support any event promoting antisemitism. In his own voice: “The first step in combating hate is defining it.” He did not sign the October 2023 “New York Legislators Stand With Israel” letter, though he held the seat at the time. Certified uncontested for both the Republican and Conservative designations in AD-94.

Why this tier

A clean 1 on the same ground as Berger: authorship, not signature. Sponsoring A4758-A puts the IHRA definition and its contested contemporary examples into New York Education Law, and he pairs it with a second campus measure conditioning state aid. Two other cosponsors of A2139-A, Rozic and Novakhov, sit at a clean 1, each with legislation of their own. Cutting the other way: no humanitarian statement, no Gaza position beyond an April 2024 call at a “Run for Their Lives” rally for “the safe and immediate return of the 134 hostages,” and no arms or aid record has been located, so this rests on antisemitism-definition legislation rather than on Israel policy proper.
