Tier 1, “Firmly pro-Israel”

Position

A Jewish Republican and prolific pro-Israel author: a co-lead sponsor of the Antisemitism Awareness Act (IHRA definition, passed 320-91), co-introducer with David Kustoff of the anti-Zionism=antisemitism resolution (H.Res.894), and author of a resolution condemning Biden’s arms pause (H.Res.1219). Also cosponsored the Hamas-financing bill, voted for the aid supplemental, and was among the first to visit Israel after October 7. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A genuine Tier-1 champion, not a reliable-vote Republican. He co-leads the Antisemitism Awareness Act and co-introduced the anti-Zionism=antisemitism resolution with David Kustoff and authored the resolution condemning the arms pause — authored Israel and antisemitism legislation plus proactive leadership, the acts that separate a champion from a reliable pro-Israel vote. That places him at 1 on his own record.
