Maxine Dexter
D · U.S. House, OR-3 · Tier 3/4
Tier 3/4, between “Pro-Israel, critical” and “Critical / conditions aid”
In 2024 UDP, AIPAC’s super PAC, gave $1M to 314 Action Fund, which spent $2.21M supporting her that year. She cosponsored both Block the Bombs and the H.Res.876 genocide resolution, and named Gaza a genocide in a Nov 20, 2025 speech to the House (“that word is genocide”). In May 2026 she swore off future AIPAC money, telling Zeteo, “It was a mistake.” She has also called Netanyahu a war criminal. She still affirms Israel's right to exist and to self-defense and backs no full arms embargo, though she voted for the July 15, 2026 Massie amendment stripping Israel’s military financing from the FY27 foreign-operations bill (roll 243) and signed the 27-member statement led by Jim McGovern explaining it, which says existing human rights conditions on US security assistance “have not been meaningfully enforced.” Dexter co-led, with Raul Ruiz, the bicameral letter of Sep 8, 2026 urging Secretary Rubio to secure the release of Dr. Hussam Abu Safiya: “For over 18 months, Dr. Abu Safiya has languished in Israeli jails, including an underground facility previously shut down due to the poor conditions its detainees faced.” In 2025 she signed letters demanding answers on the detentions of student activists Mahmoud Khalil (March) and Mohsen Mahdawi (April) and urging Secretary Rubio to demand a surge of infant formula into Gaza (August), and joined most House Democrats on the September Schneider–Raskin letter opposing West Bank annexation; in 2026 she signed the January Welch–Khanna letter urging a stronger U.S. response to Israel’s moves to annex the West Bank, including the E-1 settlement, and was one of 15 lawmakers on the February letter seeking accountability for Israel’s detention and abuse of Palestinian American teenager Mohammed Ibrahim. In August and September 2026 Dexter also signed Tlaib’s letter demanding the release of 20-year-old US citizen Sama Safi from Israeli military detention and the Pocan–Quigley letter on Palestinian medical workers held by Israel without charge (Sep 24). On Oct 1, 2026 Dexter became an original cosponsor of the Stop the Settlements Act (H.R.10642), which would sanction those who build or expand Israeli settlements in the West Bank and Gaza and ban imports of settlement goods. On June 11, 2026 she co-led, with Jim McGovern, Madeleine Dean and Senators Ed Markey and Chris Van Hollen, a 62-member bicameral letter urging Secretary Rubio to secure medical evacuations of Gaza’s cancer patients to East Jerusalem and the West Bank, warning that “cancer diagnoses become death sentences in Gaza.” Jewish Insider reported on Oct 23, 2026 that Dexter was among about 30 signers of a draft letter, led by Rep. Ro Khanna and gathering signatures through Nov 6, urging the negotiators of the 2027 defense authorization bill to strip its U.S.-Israel defense-technology cooperation provisions; the draft, which cites Israel’s conduct in Gaza, the West Bank and Lebanon, says “These are not the actions of a government whose defense establishment should be granted deeper access to American military technology, nor rewarded with U.S. defense contracts,” and asks that any framework kept “carry human rights conditions consistent with those governing other United States security assistance.”
A 3/4. She cosponsored Block the Bombs (Sep 23, 2025) and the H.Res.876 genocide resolution, named Gaza a genocide on the House floor, called Netanyahu a war criminal, and swore off future AIPAC money — a Tier-4 record on conduct alone. Against that record stands the money in her 2024 primary: FEC shows no direct AIPAC or DMFI money to her committee and no UDP independent expenditure naming her, but UDP (AIPAC's super PAC) put $1M into 314 Action Fund, which spent $2.21M supporting her. She also still affirms Israel's right to exist and self-defense and backs no full embargo.
