Tier 1, “Firmly pro-Israel”
Mississippi Republican who wrote the Emergency Resupply for IRON DOME Act (H.R.3706, June 2021, with 22 Republican original cosponsors and 38 in all), saying the system defends Israel “against the targeting of innocent civilians by Hamas and other Iran-backed terrorist groups,” and who in September 2021 praised the $1 billion Iron Dome bill for protecting Israelis “from attacks by Palestinian terrorists.” Since October 2023 he has voted for every tracked Israel measure — the Israel-only supplementals of November 2023 and February 2024 and the April 2024 package, the censure of Rashida Tlaib, H.Res.894, the May 2024 bill to force the paused bomb shipment (as an original cosponsor), both ICC-sanctions bills (Jun 2024, Jan 2025; he cosponsored both), the June 2024 amendment barring use of Gaza Health Ministry casualty figures and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. He backed the May 2024 Antisemitism Awareness Act “to fight against the unthinkable antisemitic and anti-Israel protests” on campuses, adding “I will always stand with Israel.” Asked in iVoterGuide’s 2026 general-election questionnaire whether the U.S. relationship with Israel is important, Guest answered: “Yes. They are a key ally of the United States in the middle east.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1. Guest wrote Israel legislation himself: the Emergency Resupply for IRON DOME Act (H.R.3706, June 2021), introduced with 22 Republican cosponsors, would have redirected funds appropriated for Gaza to replenish Iron Dome, a system he called Israel’s strongest asset “to defend against the targeting of innocent civilians by Hamas and other Iran-backed terrorist groups.” His record since has not wavered. He has voted for every tracked Israel measure since October 2023, including the 2023–24 aid bills, both ICC-sanctions bills (he cosponsored both) and the September 2026 college anti-boycott bill; he was an original cosponsor of the May 2024 bill forcing delivery of the paused bombs; and he voted against the 2025 Greene and 2026 Massie cuts. He backed the Antisemitism Awareness Act “to fight against the unthinkable antisemitic and anti-Israel protests,” adding “I will always stand with Israel.” No statement of concern for Gaza’s civilians was found. Counter-case: a 1/2, since the 2021 bill, a House companion to a Senate bill, never moved, and he has authored nothing on Israel since October 2023.
