Tier 4, “Critical / conditions aid”
In a December 2025 statement on his campaign site he said Gaza “must be called by its name: an ongoing genocide and a humanitarian crisis,” called for “an immediate, permanent ceasefire,” and wrote “I support a halt to U.S. lethal military aid to Israel until a clear path to a lasting peace and a sovereign, viable Palestinian state is secured.” The same statement says “Israel has a right to defend itself from Hamas brutality” and backs a two-state solution with an end to the occupation. A former State Department foreign affairs officer and engineer, he is challenging Rep. Tom McClintock in CA-5.
A 4. As a challenger, he has no votes in Congress, so his words are the record. They go past conditioning offensive arms: a pledged halt to U.S. lethal military aid until a path to Palestinian statehood is secured, with the genocide named in his own voice. What holds it short of 4/5 is the frame-keeping in the same statement — Israel's right to defend itself and a two-state endgame — and a halt framed as suspension pending conditions rather than a standing end to aid; there is no position questioning Israel’s legitimacy. Counter-case: 3/4, if the right-to-defend line is weighed more heavily, since this is a single statement with no vote behind it.
