Michael Turner

Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Chaired the House Intelligence Committee through 2023–24 and has voted for every tracked Israel measure: the 2023–24 aid bills, H.Res.894, the May 2024 bill forcing delivery of the arms Biden paused, both ICC-sanctions bills and the September 2026 anti-boycott bill, and No on the 2025 Greene and 2026 Massie cuts. As chairman he issued, with ranking Democrat Jim Himes, the October 2023 assessment that the al-Ahli hospital blast in Gaza “was not the result of Israeli military action,” and his statements urged support for “Israel's right to defend itself” and for Israel “as it defends itself and dismantles Iranian proxies” (Oct 2024). Welcoming Yahya Sinwar’s killing — “Justice has been served” — he hoped it would bring the hostages’ release and “a ceasefire for Palestinians who have suffered under Hamas' grip for far too long” (Oct 2024). In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. Turner has voted for every tracked Israel measure, and his Intelligence Committee chairmanship was not an Israel leadership role: he wrote no Israel legislation, led no Israel caucus or fundraising operation, and his statements frame the war around Iran and its proxies. His words about Palestinians mostly place their suffering on Hamas: in November 2023 he said Gaza’s Palestinians “are just as much a prisoner and certainly victims of Hamas,” and his October 2024 hope came in a statement welcoming Sinwar’s killing. The exception came in December 2023, when he said “the United States is very concerned, to the extent that Israel is not doing enough to protect civilians,” and raised “humanitarian aid being provided to the Palestinians, who are equally prisoners of Hamas” — concern voiced while he voted for every aid bill, which keeps him short of a flat 2. Counter-case: open to a flat 2 if the December 2023 remark and the October 2024 hope for “a ceasefire for Palestinians” are read as concern of his own.
