Mike D. Rogers

R · U.S. House, AL-3 · Tier 1

Tier 1, “Firmly pro-Israel”

Position

Chairman of the House Armed Services Committee, which kept a U.S.-Israel Defense Technology Cooperation Initiative in its fiscal 2027 defense bill over Ro Khanna's amendment to strike it; in June 2026 Rogers led the public defense of the provision, saying “Misinformation in relation to Israel and our close partnership with them has always run rampant” and calling claims that it cedes control to Israel “categorically false and misleading.” He promoted the committee's 2024 bill with the line “Our support for Israel is ironclad” (May 2024), urged the Biden administration to “immediately cease” the Gaza aid pier as “a gross waste of taxpayer dollars” (Jun 2024) and later said it had chosen “to appease the Pro-Hamas Left” (Aug 2024). He has voted the pro-Israel side of every tracked measure — the 2023–24 Israel supplementals, H.Res.894, the May 2024 bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the Gaza casualty-figures amendment and the September 2026 anti-boycott bill, and No on the Greene and Massie cuts — and in January 2009 introduced H.Res.37 condemning Hamas during the Gaza war. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A clean 1. As Armed Services chairman he does more than vote: his committee's defense bill carries the U.S.-Israel technology-cooperation initiative, the committee kept it over an amendment to strike it, and he personally fronted its defense against bipartisan criticism; he also marketed the 2024 bill as Israel support and, in 2009, wrote a resolution condemning Hamas. His Gaza-pier statements treat a humanitarian-aid operation as waste and appeasement of the “Pro-Hamas Left”, and his own words on Palestinian civilians go no further than urging “alternative means of land and air-based humanitarian aid delivery” (2024) and a 2009 line that Hamas “has jeopardized the lives of innocent civilians living in Gaza.” Counter-case: 1/2 if the Israel provisions are read as the routine output of a committee chair rather than personal leadership — the reporting does not name who drafted the cooperation initiative, and the 2009 resolution is old.
