Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Nebraska Republican who, two weeks after October 7, said the U.S. must “deliver aid to support Israel, so that they have all the tools they need to crush Hamas,” and in October 2024 that “America will continue to do whatever we need to support Israel in their fight against Hamas, Hezbollah, and Iran.” He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act, H.R.8369 against the 2024 arms pause, ICC sanctions (2024 and 2025) and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts. In October 2023 he predicted that Hamas would use “even Palestinian civilians as body shields”; asked about the war at a Lincoln town hall in July 2026, he said “while it should be conducted in a way that respects civilian populations, when they are embedded in Gaza City, at times that was very difficult to separate those two things.” In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. The record is reliable votes plus statements that frame the war as Israel’s fight to “crush Hamas,” with no concern for Palestinian civilians standing on its own — in October 2023 he predicted Hamas would use them as “body shields,” and his July 2026 remark that the war should respect “civilian populations” came with the excuse that in Gaza City “at times that was very difficult to separate those two things” — which rules out a flat 2. There is no leadership on the issue: no authored Israel legislation (his terrorism-risk insurance bill is unrelated), no caucus or fundraising role, and no Israel plank on his campaign site.
