Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

Western Pennsylvania Republican whose Israel statements stay inside the self-defense frame: after October 7 he said “Let's be clear: the United States must stand with Israel” and backed “Israel's right to protect and defend itself and its people in this war” (Oct 2023), and on the November 2023 supplemental, “The United States cannot stand idly by while Israel and the Jewish people are under attack.” He voted for the 2023–24 aid supplementals, H.Res.894, the Antisemitism Awareness Act, H.R.8369 against the 2024 arms pause, ICC sanctions (2024 and 2025), the June 2024 amendment barring State Department use of Gaza Health Ministry casualty figures and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts; he missed the November 2023 vote on H.Res.888.

Why this tier

A 1/2, not a clean 1. The record is reliable stand-with-Israel voting and statements built on Israel’s right to defend itself, with no statement of concern for Palestinian civilians, which rules out a flat 2. There has been no leadership on the issue since October 7: he co-sponsored rather than led the October 2023 resolution on Americans stranded in Israel, the November 2023 Israel aid bill (H.R.6126) and the May 2024 bill forcing the paused bomb shipment (H.R.8369), all as an original cosponsor, runs no Israel caucus or fundraising brand, and his campaign site carries no Israel plank. Counter-case: a clean 1 if his one authored Israel-related measure — a 2012 resolution, passed by the House, urging Europe to designate Hezbollah after the Burgas bombing of Israeli tourists — is counted as authored Israel legislation, though it predates the war by more than a decade.
