Tier 2/3, between “Mainstream pro-Israel” and “Pro-Israel, critical”

Position

Rising for SCR 105, the Senate's human-rights resolution on Gaza, he told the Senate in September 2025 that “There is enormous suffering in Gaza right now,” that hostages must be released, and that the Senate “should be on the record to stop the suffering and to bring peace to the region”; he voted Aye. As a state senator he voted for California's 2016 anti-BDS state-contracting law (AB 2844) and the 2024–25 campus-conduct and school-antisemitism bills (SB 1287, AB 2925, AB 715), and as Senate leader he endorsed AB 715. He is a former Senate President pro Tem. As a 2026 congressional candidate he has backed the Block the Bombs Act, saying at an April 13, 2026 Indivisible Sonoma County forum “we need to support the Block the Bombs Act” and “we have to put a condition. We are the largest funder of weapons to Israel,” while declining to call it a genocide: “I think this issue that we are talking about right now is bigger than one word.” At an August 12, 2026 town hall with Sen. Adam Schiff he backed the bill again and said “The only way that we are going to stop the violence in the West Bank is by putting sanctions on the nation of Israel.”

Why this tier

A 2/3. In 2026 he has gone past the mainstream pro-Israel line in words: at an April forum he said “we need to support the Block the Bombs Act” and “we have to put a condition. We are the largest funder of weapons to Israel,” and in August he backed the bill again and called for “sanctions on the nation of Israel” over West Bank violence. These are campaign words; he described the bill as “stringent conditions on any defensive aid to Israel,” and, asked twice whether Israel is committing genocide, said the issue is “bigger than one word.” His state-senate acts sit toward the pro-Israel end: the 2016 anti-BDS contracting law, the 2024 campus-conduct bills, leadership backing for AB 715 and an April 2024 statement backing the police clearance of the Cal Poly Humboldt occupation; in September 2025 he voted for SCR 105, saying “There is enormous suffering in Gaza right now.” Counter-case: 3, on his Block the Bombs pledge; or 2, since that pledge came on the campaign trail, against his anti-BDS and AB 715 votes.
