Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”
Senior appropriator who was an original cosponsor of the House’s October 2023 “Standing with Israel” resolution and of the May 2024 bill to force delivery of the arms Biden had paused, which he said sends the message “that we will continue to stand with Israel.” He called the Biden pause “inappropriate pressuring of Israel and appeasement of his radical base” (May 2024) and praised Netanyahu’s UN speech as “powerful” (Sep 2024). He voted for every tracked Israel measure — the Israel-only supplementals (Nov 2023, Feb 2024), the April 2024 package, ICC sanctions (Jun 2024 and Jan 2025), the amendment barring the State Department from citing Gaza Health Ministry casualty figures (Jun 2024) and the September 2026 college anti-boycott bill — and against the 2025 Greene and 2026 Massie cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.
A 1/2, not a clean 1. The record is zero-daylight in votes and words, and no statement of concern for Palestinian civilians was found, so a flat 2 does not fit. There is no leadership on the issue: none of his 154 sponsored bills and resolutions concerns Israel, and original cosponsorships of the 2023 resolution and the 2024 bill forcing delivery of the paused bomb shipment are support for others' measures, not leadership.
