Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

South Texas Republican who, after vandalism of her office that she attributed to “pro-Hamas activists” (Nov 2023), said “My support for Israel and the Jewish community is, always has been, and always will be unwavering,” calling the October 7 attackers “savages.” In December 2023 she introduced two bills requiring Treasury reports on terrorist financing “in the wake of the Hamas attack on Israel,” one of them on Hamas and Hezbollah financing in Latin America (H.R.6588, H.R.6589). She voted for the 2023–24 aid supplementals, H.Res.894, H.R.8369 against the 2024 arms pause, the June 2024 ICC sanctions bill and the September 2026 anti-boycott bill, and against the 2025 Greene and 2026 Massie cuts; she did not vote on the May 2024 Antisemitism Awareness Act or the January 2025 ICC sanctions bill. In January 2024 she signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. The voting record is pro-Israel throughout, apart from two missed votes, and her statements frame her support for Israel as “unwavering,” with no statement of concern for Palestinian civilians, which rules out a flat 2. Her December 2023 bills are Treasury reporting requirements on terrorist financing, one of them on Hamas and Hezbollah, rather than legislation on Israel itself, and she leads no Israel caucus or fundraising effort, so there is no clear leadership on the issue. Counter-case: a clean 1 if those post-October 7 terror-financing bills are counted as authored Israel legislation.
