Tier 1/2, between “Firmly pro-Israel” and “Mainstream pro-Israel”

Position

East Texas Republican, a Foreign Affairs member in 2023–24 and now on Ways and Means, who wrote in an October 2023 Dallas Morning News op-ed that “Now is the time for us to be "all in" for our friend and greatest ally, Israel”, praised Netanyahu’s July 2024 address to Congress (“That's why we stand firm with Israel”), and said the ICC threatened Israel’s “absolute right to defend and protect themselves” (January 2025). Asked about Gaza on NewsNation in July 2025, amid famine warnings, he said “I'm glad to see more is being done to address the humanitarian crisis in Gaza. But let's not forget that the cause of this crisis is Hamas.” He voted for every tracked Israel measure — the 2023–24 supplementals, censuring Tlaib, H.Res.894, the Antisemitism Awareness Act, the bill forcing delivery of paused weapons (as an original cosponsor), both ICC-sanctions bills and the September 2026 anti-boycott bill — and against the Greene (2025) and Massie (2026) cuts. In January 2024 he signed the Smith–Manning letter, whose signers “thoroughly reject” South Africa’s “charge of genocide” against Israel.

Why this tier

A 1/2, not a clean 1. The voting record is zero-daylight, and his one remark on Gaza’s humanitarian crisis welcomed more aid only to place the whole crisis on Hamas — a defense of Israel’s conduct amid famine warnings rather than concern for Palestinian civilians in its own right — so a flat 2 is out. There is little leadership on the issue: no authored Israel legislation and no caucus role; he led a November 2023 letter from 14 Republicans urging UN Ambassador Linda Thomas-Greenfield to condemn António Guterres’s remark that the October 7 attacks “did not happen in a vacuum” (“It is unconscionable to blame Israel for Hamas’ brutal reign over the people in Gaza”), and cosponsoring H.Res.771 and H.R.8369 is support, not leadership. Counter-case: a flat 2 if the July 2025 line, which does not invoke Israel’s self-defense, is read as humanitarian concern of his own.
