Tier 2, “Mainstream pro-Israel”
Votes with the Democratic mainstream: for the April 2024 aid package, H.Res.894 and the Antisemitism Awareness Act and against the July 2026 Massie amendment, and against the Israel-only bills of November 2023 and February 2024, the bill to force the paused bomb shipment (H.R.8369), both ICC-sanctions bills, the June 2024 casualty-figures ban and the September 2026 anti-boycott bill. Her words on Gaza come paired with support for Israel: explaining her November 2023 Nay, she called for “a bipartisan package that supports our allies in Israel and provides humanitarian assistance to innocent civilians in Gaza” and faulted the Speaker for “ignoring needs in Gaza,” after pledging in October 2023 to stand with Israel “as they defend themselves and their homeland.” She cosponsored the West Bank Violence Prevention Act (Jul 2025) and Rep. Ramirez's resolutions honoring Wadee Alfayoumi, the six-year-old Palestinian American boy killed in a 2023 hate crime in Illinois (2024; original cosponsor in 2025). In November 2023 she co-signed the Torres–Schneider statement rejecting “from the river to the sea” and backing Israel’s “right and obligation to defend itself,” and in April 2024 the Gottheimer–Wilson letter urging Speaker Johnson to bring the Senate’s aid package, with its aid to Israel, to an immediate vote; since 2025 she has signed letters pressing Israel on Gaza aid and on the West Bank village of Umm al-Kheir, and the September 2025 letter of 178 House Democrats opposing unilateral annexation of the West Bank.
A 2. Her votes are mainstream Democratic: Yeas on the April 2024 aid package and the Antisemitism Awareness Act, Nays on H.R.8369 (May 2024), both ICC-sanctions bills and the 2026 anti-boycott bill, and a No on the July 2026 Massie amendment. She has led no Israel legislation. Her own words on Gaza have come beside support for Israel, but since 2025 she has signed letters that press Israel’s own conduct without invoking its self-defense: an August 2025 letter urging Secretary Rubio to “demand that the Israeli government immediately facilitate a massive surge of humanitarian aid” as Palestinians in Gaza were “dying of starvation,” and two letters to Netanyahu on the West Bank village of Umm al-Kheir, calling planned demolitions there “cruel, unjustified, and in naked violation of international law” (November 2025) and protesting soldiers who “shot tear gas toward the children” (July 2026). She also cosponsored the West Bank Violence Prevention Act (July 2025). Counter-case: these were broad caucus letters, and in November 2023 she co-signed a statement backing Israel’s “right and obligation to defend itself.”
